Who can use it

Every class can equip a necklace.

Specs whose primary stat and role match the listed stats (Strength tank):

Upgrading it

A new copy scales to level 30. Taking it to 70 needs all 6 Heirloom Armor Casings, one per tier, for 18,500 gold in total, though sources disagree on one tier's price. Open this item in the calculator or read how upgrades work.

Warcraft Wiki's cost table prices jewelry upgrades with armor casings, but the casing tooltip only names armor, trinkets, shields, and off-hands. Confirm in game.

Set bonus

A necklace counts toward the Regalia of Fabled Adventurers, the heirloom set whose 5-piece bonus triggers Burst of Knowledge on every level-up. How the set bonus works
